Conservatives won 11 of the 19 seats up for election and comfortably received the largest share of the vote. Since the last election, the party won two seats from the Lib Dems (including one in Stanmore) and Labour returned to the council (in Winnall).

Lib Dem – 10,509 votes, 39%
Labour – 3,401 votes, 13%
Returning for his fifth year in the job, council leader Cllr George Beckett said: "Elections are always divisive but it's now time to get to work and there is much to do. We will start by abolishing Sunday parking charges as we promised in our manifesto."
Winchester MP Steve Brine added: "We fielded one of our strongest teams of candidates for many years, including many new people who are really changing the Conservatives locally. They all fought positive campaigns, and while some were not successful this time, a number were elected and that proved decisive in the end. I hope all councillors, of whatever persuasion, will pull together now in the Winchester interest."
