The Winchester & Chandler's Ford MP, who is a vice-chairman of the All Party Park Homes Group in Parliament, has long championed Park Homes residents, and has a number of park home sites across his constituency, from Colden Common in the South to Wessex Park in Sutton Scotney.
During the Second Reading of the 'Mobile Homes Bill', sponsored by Steve's Conservative colleague Peter Aldous MP, Steve, who co-sponsored the Bill, made it clear that not all park home owners are 'rogue' and said many are decent people running legitimate businesses, providing affordable homes for our constituents.
But, speaking to the House of Commons, he said: "Since becoming a Member of Parliament, I have seen time and again park home residents who are frightened and even intimidated by where they live. They rightly just want a bit of peace and to go about their lives like the rest of us.
"So many members have asked questions about park home living in this House, raised it with the Prime Minister on a Wednesday lunchtime, we've had Westminster Hall debates and we've had a back-bench debate in this chamber already this Parliament. All these debates have been peppered with appalling stories of park home residents who are far from 'living the dream' – are living a nightmare."
The Bill is based on a recent consultation paper, and on the recommendations of the Parliamentary Select Committee, and aims to put on the statute book rules designed to ensure site operators who behave responsibly can continue to operate as they do already whilst the rogue operators are properly tackled.
The House heard various examples of abuse of residents from across the country, from a number of cross-party colleagues, including Annette Brooke (Lib Dem), Robert Buckland (Conservative) and Natascha Engel (Labour).
The Bill will prevent so-called sale blocking by site owners and introduces a new licensing regime through local authorities with the powers to carry out maintenance works needed on park home sites which are charged back to the owner.
Speaking afterwards on his way back to Winchester, Steve said: "As one of my colleagues said in the debate, this truly is a historic moment in securing hard and fast rights for Park Home residents up and down the land. There has been an awful lot of hard work going on behind the scenes in Parliament with regards to this issue, and I want to pay tribute to all colleagues who were here today, including of course Peter Aldous MP, who brought this Bill to the House."
